“The Journal News” reported on the regular practice of the Orange and Rockland Utilities, Inc. to wait more than a year to repair gas leaks it deems “minor.” Though the leaks might be small, it is the cumulative effect upon overall greenhouse emissions that concerns Pace Law Professor Daniel Estrin.
“Its always a concern to me where a (for-profit) company believes there isn’t a threat to the public’s health. It exercises a cost-benefit analysis. And that’s always a concern,” Professor Estrin is quoted as saying.
