Professor Thomas McDonnell, an expert in international law, authored an editorial published in “The Hill,” the blog that covers news from the United States Congress. The column was in response to the Obama Administration’s plan to combat ISIS. Professor McDonnell wrote the book “The United States, International Law and the Struggle against Terrorism.”
“Because the American use of armed force in invading Iraq contributed so significantly to the rise of ISIS and because the U.S. has a troubled historical relationship with the peoples of the region, the President should submit his proposed strategy for Congressional approval, whether or not he has the authority under the 2001 Congressional Authorization For Use of Military Force,” Professor McDonnell writes.
